Monsoon rains and swollen rivers have wreaked havoc in Odisha. Flood conditions in six major districts of the state have become so severe that over 500 villages have been completely cut off, effectively turning into islands.

According to official data and ground reports, the lives of more than 2.7 lakh (270,000) people have been directly affected by this natural disaster. Many villages have lost all connectivity to district headquarters and main roads.

People sheltering on rooftops and high embankments are waiting for food, clean drinking water, and medicines. Due to the sudden rise in water levels, many did not even have time to retrieve essential belongings or livestock from their homes, creating a grave crisis regarding livelihood and survival for lakhs of families.

The primary causes behind this devastating flood in Odisha are heavy rainfall resulting from a deep depression in the Bay of Bengal and the influx of massive volumes of water from the upper catchment areas of neighboring states. Major rivers such as the Mahanadi, Brahmani, Baitarani, Subarnarekha, and Budhabalanga are flowing either above or close to the danger mark.

Continuous, heavy rainfall in the upper reaches of the Mahanadi basin—particularly in Chhattisgarh and western Odisha—pushed the water level of the historic Hirakud Dam in Sambalpur close to its maximum capacity. To ensure the safety of the reservoir, officials had to open several sluice gates, causing a rapid surge of lakhs of cusecs of water into downstream areas. Simultaneously, high tides in the coastal regions are preventing river water from draining quickly into the sea, causing backwater pressure to spread into villages and settlements. In the low-lying areas of Kendrapara and Jagatsinghpur, several rivers have breached their embankments and flooded residential areas.

Hundreds of mud houses have collapsed, while the ground floors of concrete houses are submerged. Power outages prevail in many areas due to the collapse of communication networks and electricity poles. Additionally, thousands of cattle are at risk due to a shortage of fodder and the danger of being swept away by the waters. Farmers’ paddy crops are on the verge of rotting after being submerged, dealing a severe blow to the rural economy. Shortages of essential commodities in local markets have further compounded the hardships faced by the general public.

Relief and Rescue Operations on a War Footing: Major Efforts by NDRF, ODRAF, and Boat Teams

Given the gravity of the situation, the state administration and the Odisha State Disaster Management Authority (OSDMA) have placed the entire machinery on high alert. Dozens of teams from the National Disaster Response Force (NDRF), Odisha Disaster Rapid Action Force (ODRAF), and Fire Services, equipped with motorboats, are engaged in evacuating people stranded in remote villages.

Elderly individuals, pregnant women, and children trapped by the floods are being moved to safety camps (flood shelters) via boats or airlifted on a priority basis. Hot cooked meals, dry rations, and basic amenities are being provided at these government-run relief camps. In areas inaccessible even by boat, helicopters are being used to air-drop dry food packets, drinking water bottles, and essential medicines. District magistrates have been issued strict instructions to maintain round-the-clock surveillance and intensify patrolling along the embankments. The Odisha Health Department has deployed mobile health units to the affected areas. Through ASHA and ANM workers, flood victims are being provided with halogen tablets (water purification tablets), ORS packets, anti-venom injections, and essential antibiotics. Priority is also being given to the disinfection (chlorination) of drinking water sources, such as tube wells and open wells, to prevent the spread of waterborne epidemics.

A Test of Long-term Solutions and Disaster Management: The Way Forward

Odisha has set a global example in cyclone and disaster management over the past few decades; however, the recurring nature of floods remains a complex challenge. According to meteorologists, climate change has caused unpredictable shifts in monsoon rainfall patterns—with heavy downpours occurring over short periods (resembling cloudburst conditions) that completely overwhelm drainage systems.

Addressing this flood crisis requires not only immediate relief measures but also long-term policy interventions. These include strengthening river embankments, establishing scientific drainage systems in deltaic regions, clearing silt, and coordinating real-time water flow data with neighboring states.
