Under the National Education Policy-2020 and the ULLAS-Nav Bharat Literacy Programme, Uttarakhand has met the prescribed adult literacy standards and achieved the goal of becoming a 100% literate state.

Uttarakhand: Under the National Education Policy-2020 and the ‘ULLAS’ (Nav Bharat Literacy Programme), Uttarakhand has met the prescribed adult literacy standards and achieved the goal of becoming a 100% literate state.
The Cabinet approved this on June 18, and on Wednesday, official sanction was granted to declare Uttarakhand a fully literate state. Chief Minister Pushkar Singh Dhami expressed happiness over this achievement, describing it as a milestone.
Surpassing the standard adult literacy benchmarks, Uttarakhand has achieved a literacy rate of 98.7 percent. With this, Uttarakhand has earned the distinction of becoming the sixth fully literate state in the country, following Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim.
Initially, illiterate individuals in the state were identified under the ‘ULLAS’ (Understanding Lifelong Learning for All in Society) program. Children up to the age of six are not included in the literacy count. The state’s population aged seven years and above was estimated at 1 crore 23 lakh 46 thousand, while only 1 lakh 31 thousand 986 individuals were found to be illiterate.
Thus, the literacy rate in Uttarakhand was recorded at 98.7 percent, and the illiteracy rate at 1.3 percent. Education Minister Dr. Dhan Singh Rawat stated that becoming the country’s sixth fully literate state is a matter of pride for every resident. Education Secretary Ravinath Raman and Director General of Education Akansha Konde affirmed the department’s commitment to providing quality and lifelong education to every citizen, in alignment with the National Education Policy-2020.
Declaring the state fully literate marks a significant milestone. This achievement is the result of both the government’s sustained efforts and the active participation of the state’s residents. Such collective efforts will strengthen the drive to achieve the goal of ‘Viksit Bharat 2047’ (Developed India 2047). The government remains fully committed to extending digital literacy, financial literacy, continuing education, and essential life skills to every citizen.
