Daily life in the valley districts of Manipur was severely disrupted on Tuesday. The situation deteriorated following a 48-hour shutdown called by a civil society organization to protest the killing of three individuals from the Meitei community by suspected militants.

Officials stated that due to the shutdown, shops, markets, educational institutions, business establishments, as well as government and private offices, remained closed across five valley districts—Imphal East, Imphal West, Thoubal, Bishnupur, and Kakching—which are primarily inhabited by the Meitei community.

A police official noted that public transport was entirely off the roads, with only a few private vehicles seen moving in the affected areas.

Members of the ‘Native People’s Committee Manipur’ (NPCM)—the group that called for the shutdown on Tuesday and Wednesday—blocked roads in various parts of Imphal East and Imphal West districts. They staged protests condemning the killing of three individuals who had gone to the Sunurok hills in Kangpokpi district on Monday to collect firewood.

In light of the security situation, security measures have been further tightened in the state capital and surrounding areas; additional central and state security forces have been deployed as a precautionary measure.

Officials reported that no untoward incidents have been recorded so far in the areas affected by the shutdown. However, protesters held demonstrations in several locations, including along national and state highways.

On Monday night, protesters burned tires on roads in the Kwakeithel and Chingmeirong areas of Imphal West district, as well as in Khurai Lamlong in Imphal East district, disrupting movement in those areas. The police reported that on Monday, a group of villagers who had gone to collect firewood in Kangpokpi district came under fire from suspected armed militants, resulting in the deaths of three individuals and injuries to four others.

According to a police statement, the suspected militants opened fire on a group of approximately 14 villagers in Khongbal Tangkhul, an area falling under the jurisdiction of the Sagolmang police station in Kangpokpi district. Three villagers from the Meitei community were killed in the firing, while four others sustained injuries. The injured villagers were evacuated from the area and admitted to a hospital for medical treatment.

The statement further noted that the Manipur Police, in coordination with the Central Reserve Police Force (CRPF), the Border Security Force (BSF), the Army, the Assam Rifles, and other security agencies, are working continuously to maintain law and order, prevent any further escalation of violence, and ensure the safety of the public.

The police stated that strict action is being taken against those involved in the incident. All necessary legal and operational measures will be pursued to identify the perpetrators and bring them to justice.

The Manipur Police also appealed to all sections of society to maintain peace and cooperate with the security forces and the administration to prevent further violence.
