UGC bars universities from printing Aadhaar numbers on degrees, provisional certificates

The UGC stated that no entity holding the Aadhaar number shall make public any database or record, unless the number has been modified or blacked out through appropriate means.

An important decision has been taken by the University Grants Commission i.e. UGC. Due to which the personal database of students will not be made public. In fact, the University Grants Commission (UGC) has directed universities across the country not to print the Aadhaar number of students on degree and provisional certificates. Let us tell you, regarding this decision, Secretary Prof. Manish R. Joshi has written a letter to the universities. A notice has been issued by UGC regarding the matter on the official website ugc.gov.in.

UGC has drawn attention to sub-regulation (3) of Regulation 6 of the Regulations, 2016. There is a provision in the regulation that any institution holding the Aadhaar card number will not be able to make it public. The UGC stated that no entity holding the Aadhaar number shall make public any database or record unless the number has been modified or blacked out through appropriate means.

The higher education regulator’s directive comes amid reports that state governments are considering printing full Aadhaar numbers on provisional certificates and degrees issued by universities, so that it can be used for verification of the said documents at the time of subsequent recruitment. In a letter to all universities dated September 1, UGC Secretary Manoj Joshi said, “No institution holding the Aadhaar number shall make public any database or record related to it, unless the Aadhaar number is modified or blacked out through proper channel.” Joshi said, “Under the rules, as they stand at present, printing of Aadhaar numbers on provisional certificates and degrees is not permitted.” He also said that higher education institutions are therefore requested to Strictly follow the rules and regulations of Unique Identification Authority of India (UIDAI).
