In view of the farmers’ movement, police are also deployed at the possible places of stay of the farmers within Delhi. In view of security arrangements, Section 144 has been imposed at many places in Delhi. No one is allowed to demonstrate. Additional police forces have been deployed at railways, metro stations and bus stands. On March 14, the United Kisan Morcha has called a Kisan Mahapanchayat at Ramlila Maidan. It has been said on behalf of farmer organizations that farmers will not bring tractors to the Mahapanchayat. He will reach the Mahapanchayat only through public transport.

Several rounds of talks between farmers and the government have failed. Farmers are not ready to back down from their demands. Farmers are standing firm on the Punjab-Haryana border. Many times farmers tried to march from here to Delhi but were stopped by security forces. Tear gas shells were fired. A situation of confrontation even arose. What are the demands of the farmers?

  • MSP guarantee law should be made on the purchase of all crops. On the recommendation of Dr. Swaminathan Commission, MSP was given 50 percent more than the average cost of production of all crops.
  • FRP and SAP of cardboard should be given as per the formula of Swaminathan Commission. The entire loan of farmers and laborers should be waived off.
  • Unfulfilled demands of the last Delhi movement like-
  • There should be justice in the Lakhimpur Kheri murder case, Ajay Mishra should be dismissed from the cabinet and arrested. Ashish Mishra’s bail should be cancelled. All the accused should be dealt with appropriately.
  • It was agreed during the Delhi Kisan Morcha on the Electricity Amendment Bill to privatize the power sector that it will not be implemented without taking the consumer into confidence, which is currently being implemented through the backdoor through ordinances. It should be repealed.
  • The injured should be given a compensation of Rs 10 lakh.
  • All the cases registered during all the movements across the country including Delhi Morcha should be cancelled.
  • The families of farmers and laborers who were martyred during the movement should be compensated and given jobs.
  • Space should be given for the martyrdom memorial of Kisan Morcha in Delhi.
  • Agriculture sector should be kept out of pollution laws as promised.
  1. India should be excluded from WTO. Allowance should be increased to reduce import duty on agricultural commodities, milk products, fruits, vegetables and meat etc. Purchase crops of Indian farmers from abroad and on priority basis.
  2. Under MNREGA, employment should be provided for at least 200 days. Wages should be increased to Rs 700 per day and agriculture should be included in it.
  3. To improve the quality of seeds of all crops including cotton by amending the Pesticides, Seeds and Fertilizers Act and canceling licenses by imposing exemplary punishment and penalties on companies manufacturing and selling counterfeit and substandard products.
  4. To improve the Pradhan Mantri Fasal Bima Yojana by having the government pay the insurance premium itself, making all crops part of the scheme and assessing the loss by considering the farm acre as a unit while assessing the loss.
  5. A pension scheme of Rs 10,000 per month should be implemented by implementing a pension scheme for farmers and agricultural laborers above 58 years of age.
  6. The Land Acquisition Act, 2013 should be implemented in the same manner and the instructions given by the Central Government to the States regarding land acquisition should be cancelled.
  7. Implementation of the Fifth Schedule of the Constitution.
