Paid Rs 1.35 crore in salary, perks over 4 years, Haryana SAT chief retires without deciding a single case

Justice Sneh Parashar, a former judge of the Punjab and Haryana High Court, could not dispose of a single case during his four-year tenure as chairman of the Haryana State Administrative Tribunal and retired with a salary of Rs 1.35 crore. This is because the quasi-judicial body is mired in controversy and the matter is sub judice in the Punjab and Haryana High Court.

As a result, Justice Parashar received a whopping salary of Rs 1.35 crore, apart from official vehicles and office staff and additional perquisites as per protocol, and he retired after completing his term. Justice Parashar was appointed as the Chairman of the Haryana State Administrative Tribunal in July 2019 for a period of five years till he attains the age of 65 years.

Responding to this, Advocate General Baldev Raj Mahajan said that no work was done during his entire tenure. He said that the work could not be started due to the pending matter in the High Court for a long time. “The committee appointed on the directions of the High Court with regard to the functioning of the tribunal has already submitted its report to the High Court,” he added.

The state government refused to withdraw the notification despite lawyers of the Punjab and Haryana High Court going on strike for nearly two weeks over the setting up of the Haryana Administrative Tribunal. Lawyers were against the tribunal, saying it would prolong the litigation process and ultimately benefit the government. The Tribunal was set up by the Central Government on the request of Haryana to provide speedy redressal of grievances of the employees and reduce the pendency of service matters in the High Court.
