Neither the state government nor the central government team has been able to contact the women of Manipur whose video had surfaced. The Union Home Ministry has told this to the Supreme Court by giving an affidavit.

The central government or the state government is yet to get in touch with the women of Manipur whose video of being paraded naked had shocked the nation. The Home Ministry of the Central Government has said this in an affidavit filed in the Supreme Court on 28 July. The government has said that “due to resistance from civil society, the team members constituted by the state government are not able to meet these women. The team is all women, including two psychiatrists and a psychologist.
Let us tell you that this video, which surfaced on July 19, shook the country. Taking suo moto cognizance of the matter, the Supreme Court had summoned the response of the Central and Manipur governments. Prime Minister Narendra Modi also gave a statement about Manipur after about two and a half months after this video surfaced. Though he referred to the incident as ‘painful and embarrassing’ in an informal conversation outside Parliament, he did not make any statement in Parliament. Since then, the opposition has been continuously demanding the Prime Minister to make a statement on Manipur in the Parliament and in the Lok Sabha, the opposition has also presented a no-confidence motion against the Modi government, which is yet to be debated.
After the video surfaced, on July 20, a bench headed by Chief Justice DY Chandrachud took cognizance of it and summoned the response of the Central Government on the situation in Manipur and the steps taken in connection with the incident. The Supreme Court had also said that the Center and the Manipur government should ensure that such incidents are not repeated.
Responding to this, in an affidavit filed on behalf of Union Home Secretary Ajay Kumar Bhalla on July 28 last week, the government has said that adequate steps have been taken to prevent recurrence of incidents like May 4 and such cases will be handled directly by the Director General of Police, Manipur. The Ministry of Home Affairs also informed the Supreme Court through an affidavit that a CBI inquiry has been ordered into the matter. The Center has also appealed to the Supreme Court to shift the trial of the case out of Manipur.
But the most shocking thing is what the Union Home Ministry has told the court that neither the central nor the state government has been able to contact the victimized women so far. The Home Ministry has said in the affidavit that an all-women team, including two psychiatrists and a psychologist, has been formed from the Churachandpur district hospital to assist the victims. But at the time of filing the affidavit, state officials have not been able to physically or telephonically reach the victims due to “resistance from civil society organizations in Churachandpur, where the victims and their families took shelter after the incident” Is.
It is pertinent to mention here that soon after this video surfaced, some journalists spoke to these women victims and their family members. If journalists or activists can reach these women then why can’t the district administration or the state government or even the central government reach them.

Meanwhile, a hearing on the Manipur video case has taken place in the Supreme Court on Monday. On behalf of the victims, there has been opposition to the CBI inquiry into the matter. The Supreme Court asked the Center a direct question as to how many FIRs have been registered in Manipur on such incidents.
Senior advocate Kapil Sibal, appearing for the victims, told the court that the victims do not want a CBI probe into the matter and are also against the trial being conducted in Assam. Kapil Sibal said that the victims want the matter to be investigated by the SIT under the supervision of the Supreme Court instead of the CBI.
