Manipur Chief Minister N. Biren Singh has made a big announcement. He said that people who settled in the state after 1961 will be deported (out of the state). This decision of the CM is being seen as protecting the ethnic communities of Manipur. Let us tell you that violence has been going on in the state for about 9 months. Because of which Chief Minister N. Biren is facing criticism. The CM had blamed the drug mafia and illegal immigrants, especially refugees from Myanmar, for the violence.
1961 serves as base year
Citing the ‘Bengal Eastern Frontier Regulation, 1873,’ the CM said the ILP, implemented during the British rule, prohibits the entry of non-natives into Manipur without permission. However, it was removed from Manipur in 1950. But after widespread protests, the central government announced its re-implementation in 2019. After that, ILP came into effect again in Manipur from 1 January 2020. The state government has considered 1961 as the base year for migrants under ILP in 2022.
What is ILP?
State in which ILP ‘Inner Line Permit’ is applicable. There is a ban on entry of non-natives without permission. It was implemented during the British rule under the Bengal Eastern Frontier Regulation 1873. ILP ‘Inner Line Permit’ is also applicable in Mizoram, Arunachal Pradesh and Nagaland.

Chief Minister N. Biren said, “Everyone knows that we are going through difficult times. Still we have to survive, we have to live. What is happening today is a fight for survival and identity.” The CM said that properties and identities inherited over centuries have now become unsafe due to the lack of foresight of some politicians.
