Delhi govt presents FY25 budget with ₹76,000 crore outlay; to give ₹1,000 per month to every woman

Delhi Finance Minister Atishi on Monday presented a budget with an outlay of Rs 76,000 crore for the financial year 2024-25 in the state Assembly. Presenting her first budget, Atishi announced ‘Mukhyamantri Mahila Samman Yojana’, under which all women aged 18 years and above will be given Rs 1,000 every month.

Atishi said in his budget speech that the government is inspired by the ideals of Ram Rajya.

In the budget presented in the state assembly ahead of the general elections, he announced the extension of the ‘Business Blasters’ scheme to universities and Industrial Training Institutes (ITIs). Till now this scheme was being implemented in schools.

Last year, the government had allocated Rs 78,800 crore for financial year 2023-24 and announced nine schemes as part of preparations for the G20. The budget size of the Delhi government was Rs 75,800 crore in the financial year 2022-23 and Rs 69,000 crore in the previous financial year.

Atishi has presented the budget for the first time after taking charge of the Finance Department last year.

In his budget speech he mentioned the contribution of former education minister Manish Sisodia and former health minister Satyendar Jain in shaping the education and health model in the national capital.

He said, “It is a moment of pride that the Arvind Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget, but the picture of a changing Delhi. Kejriwal came as a ray of hope. We all are inspired by Ram Rajya. We are working hard towards realizing the dream of Ram Rajya.”

He proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the sector.

Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training of teachers, and a provision of Rs 150 crore has been made for the construction of new schools and classrooms.

He has proposed Rs 45 crore for maintenance of existing classrooms and Rs 42 crore for Special Excellence Schools.

The Finance Minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for ‘Business Blasters Senior’.

“The Kejriwal government will implement the ‘Business Blaster’ scheme in its universities and industrial training institutes through an allocation of Rs 15 crore in the budget,” he said.

The government has made a provision of Rs 8,685 crore for the health sector. Out of this, an amount of Rs 6,215 crore is proposed to provide better facilities in hospitals.

The Finance Minister said that there are 38 hospitals under the Delhi government, in which 81,000 OPD patients are treated free of cost every day. In these, 65,805 IPD patients are treated every month. Out-patient department is called OPD and in-patient department is called IPD.

He said that at present there are 530 mohalla clinics in Delhi, where 64,000 people get free medicines, tests and treatment every day.

He told that the ‘Farishte Dilli Ke’ scheme has saved the lives of 22,000 people.

The Finance Minister announced a budget outlay of Rs 6,216 crore for various schemes under the Department of Social Welfare, Women and Child Development Department and SC/ST/OBC Welfare Department.

Apart from this, the government has made a provision of Rs 2,000 crore for the welfare and empowerment of women under ‘Mukhyamantri Mahila Samman Yojana’ from 2024-25. Under this scheme, all women aged 18 years and above will be given Rs 1,000 every month.

He said that a woman must be a voter of Delhi to be eligible under the scheme. These women should not get the benefit of any other scheme. Apart from this, women should also not be income tax payers.

According to the final voter list of Delhi published in January this year, there are 67,30,371 women voters in the national capital.

Atishi announced an allocation of Rs 664 crore for all nutrition related schemes.

He said that the budget of law and justice in 2014-15 was Rs 760 crore. He said, “I am happy to say that by 2024-25 it has almost quadrupled to Rs 3,098 crore.”

The Finance Minister announced that in 2024-25, the Delhi government will start construction of four court complexes at Rohini, Karkardooma, Shastri Park and Rouse Avenue. These will include court rooms, lawyers’ chambers, libraries and modern facilities.

Finance Minister announced allocation of Rs 902 crore for the development of unauthorized colonies.

Referring to the transport sector, he said that Delhi will have more than 10,000 buses in its fleet. These include 80 percent electric buses.

He also announced Rs 7,195 crore for Delhi Jal Board, inclusion of electric buses in the DTC and cluster bus fleet.
