Withdraw circulars to use bureaucrats as ‘’promoters‘ of the Union government: Kharge

On the controversial orders of the Modi government at the Centre, Congress President Mallikarjun Kharge has written a letter to PM Modi saying that the officers and soldiers of the Government of India are being politicized. Kharge said all agencies, institutions and departments of the government are now officially ‘pracharak’. Kharge has appealed that they should be kept out of politics.

Kharge also said that in view of protecting democracy and the Constitution, it is necessary that the orders promoting bureaucracy and politicization of our armed forces should be immediately withdrawn. In his two-page letter, Kharge said that he is writing on a matter of utmost public importance which is of concern not only to the ‘India’ party but also to the people at large.

The Congress leader said, “This is related to the gross misuse of government machinery taking place in the service of the ruling political party in the country today.” Kharge cited a letter dated October 18, which states that senior officers of high ranks such as joint secretaries, directors and deputy secretaries are to be deployed in all 765 districts of India.

He said, “He will be deployed as ‘Rathprabhari’ to showcase the achievements of the government in the last 9 years. It is no coincidence that the last nine years have coincided with your tenure. This is a matter of grave concern for several reasons. This is a clear violation of the Central Civil Services (Conduct) Rules, 1964, which directs that no government servant shall take part in any political activity.

“Though it is acceptable for government officials to disseminate information to showcase achievements, it turns them into political operatives of the ruling party,” he said, adding that the fact that only the achievements of the last 9 years are The idea being considered highlights the fact that it is “a transparent political system for the five state elections and the 2024 general elections.”

He further said that if senior officials of the departments are being deputed for marketing activity of the present government, the governance of the country will come to a standstill for the next six months. He then cited an order passed by the Defense Ministry on October 9, in which soldiers on annual leave were directed to spend time in promoting government schemes, thereby making them military ambassadors.

He said the Army Training Command which should focus on preparing our soldiers to defend the nation is busy preparing scripts and training manuals on how to promote government schemes. It is extremely important in a democracy that the armed forces be kept away from politics and the allegiance of every personnel is to the nation and the Constitution.

He said, “Forcing our soldiers to become marketing agents of government schemes is a dangerous step towards politicization of the armed forces.” Criticizing the government, he said that soldiers deserve complete freedom on their annual leave after many months or years of hard service to our country. “Their holidays should not be misused for political purposes,” he said.

The Congress leader said, “In the case of both civil servants and soldiers, it is necessary that the government machinery be kept away from politics, especially in the months before elections.” Taking a dig at the government, Kharge said that apart from the Enforcement Directorate With the Income Tax Department and CBI already functioning as the election department of the BJP, the above mentioned orders have put the entire government machinery to work as if they were agents of the ruling party.

“All agencies, institutions, arms, wings and departments are now officially ‘proactive’. In view of the protection of our democracy and our Constitution, it is imperative that the above orders are immediately withdrawn,” Kharge said.
